Mexican state bans all abortions

The Veracruz state legislature in Mexico has approved a constitutional amendment banning all abortions without exception.

In a 34–9 vote Thursday, the state's legislature defended "life from the moment of conception to natural death." To become law, the amendment must now receive majority approval by the municipalities in Veracruz.

Mexico is a federation composed of 31 sovereign states, each with its own constitution and a republican form of government, much like the United States. If the constitutional amendment is approved, Veracruz would become the 18th state to outlaw abortion. Currently the other 13 states have limited abortion, which includes exceptions for rape and danger to the mother's life.

After the amendment passed, the archdiocese of Xalapa, which has lobbied for the abortion ban in Veracruz, commented, "A prayer with faith changes realities."

Father Jose Manuel Suazo Reyes, spokesman for the archdiocese, said the anti-abortion measure was a response to the citizens' movement. "It continues being a light of hope for a community that has been so hurt by violence."

Following the passage of the initiative by the state congress, their governor, Javier Duarte, tweeted his support. "I congratulate the members of congress in Veracruz for saying yes to life." Duarte had presented the proposal to congress in January.

In June, the Supreme Court of Mexico ruled against a proposal to legalize abortion across the country. The proposal would have removed restrictions across the country on abortion for cases involving rape or endangerment of the mother's life.

The country-wide proposal had been pushed by Mexico Supreme Court justice Arturo Zaldivar, who said restricting abortion "violates women's rights to personal development, sexual and reproductive health, and freedom from discrimination."

Mexico's high court struck down the attempt to hold all criminalization of abortion to be unconstitutional. Because of the pro-life decision by Supreme Court, the state of Veracruz is free to criminalize abortion within its own boundaries.
